Doug Sauer, CSW- Council of Community Services
Chair
Doug Sauer is the Chief Executive Officer of CCSNYS. He has extensive experience in community-based research, developing health and human service collaborations, and providing and publishing articles regarding nonprofit technical assistance and training in such areas as strategic planning, board development, personnel, strategic alliances and mergers, and risk management. For five years, CCSNYS has been the sole board trainer provider in the state for the State Board Training Consortium. Doug is a primary trainer and curriculum developer for this initiative, which is sponsored by four state agencies.
Under Doug’s leadership, CCSNYS has grown from a staff of 8 to 33 with satellite offices in New York City, Mt. Vernon, Poughkeepsie and Oneonta. Also, he led the development of CS Plus and Innovative Charitable Initiatives, a nonprofit that assumes employment administration responsibilities for member organizations.
Doug is on the board of directors and a past president of the National Association of Planning Councils and serves on the board of directors of the National Association of Nonprofit Associations. He is a former board member of the Center for Women in Government at the Rockefeller College of Public Policy; Governance Matters, Inc.; the NYS National Commission on Community Service; the Albany Community Development Credit Union; the Grafton Free Library; and the Berlin School Board.
David Adkins- New York State United Teachers
Vice Chair
Dave Adkins has served as Vice Chairman of Council Services Plus since its creation. He is also on the board of the Heldeberg Workshop. He served as an officer and board member of CCSNYS and also on the board of CATA (Capital Area Technology Association). Dave is currently the Director of Information Technology for New York State United Teachers (NYSUT), a union of 575,000 people who work in, or are retired from, New York's schools, colleges, and healthcare facilities.
He is an adjunct instructor in the M.B.A program at the University at Albany School of Business and a member of the Advisor Committee at Hudson Valley Community College.
Richard Frasier, CPA – T. M. Byxbee Company
Treasurer
Richard Frasier has been a practicing public accountant since 1974, providing auditing and accounting services to not-for-profit organizations including educational, charitable, scientific, human services, health and welfare and retirement and labor related organizations. He is a member of the American Institute of Certified Public Accountants and New York State Society of Certified Public Accountants. Richard is also licensed in NY State for Life, Accident & Health and Variable Life/Variable Annuities and holds NASD Securities Series 7 and 66 licenses.
He has long been active in various community service organizations, including serving as a former Board Member of CCSNYS, former Chapter Chairman and Board Member of the American Red Cross, Adirondack-Saratoga Chapter, as an active member and officer of the Rotary Clubs of Colonie and Glens Falls and is the former President and Treasurer of Greater Adirondack Home Health Aides, Inc.
Martin Conroy- Bureau of Hospital & Primary Care Services
Secretary
Martin Conroy has over 35 years of public service in the State of New York, focusing primarily on health and social services issues. As Director of the Bureau of Hospital & Primary Care Services, he is responsible for regulatory oversight of all of New York State’s hospitals and Diagnostic and Treatment Centers to ensure that they operate in compliance with the Public Health Law and appropriate Department Regulations. Prior to this assignment, he was Assistant Director of the Bureau as well as Deputy Commissioner of the Division of Health and Long Term Care in the former NYS Department of Social Services and Deputy Director of the Governor’s Office of Regulatory and Management Assistance.
