Health insurance is a valuable benefit for nonprofit employees, but rising costs can make it difficult to plan ahead. With New York’s 2027 rates now approved, this is an important time to review what your organization offers—or explore coverage for the first time.
What did New York approve? Health insurers requested an average 23.7% increase for small-group plans in 2027. After reviewing those requests, the New York State Department of Financial Services (DFS) reduced the average approved increase to 8%—about a 66% reduction from what insurers requested. DFS estimates that its decisions will save New York small businesses $1.25 billion compared with the requested rates.
Insurers must submit their proposed rate changes and supporting calculations to DFS. The department reviews whether the requests are justified, may ask insurers for more information, and considers comments from policyholders and the public before approving final rates.
You can see the 2027 requested and approved increases by insurer on the DFS website.
The 8% figure is an average across the small-group market. The increase for a specific carrier and plan may be higher or lower. Premiums are also only one part of your renewal: carriers may change provider networks or benefits, adjust deductibles and out-of-pocket maximums, or discontinue certain plans. Reviewing the full renewal can help you avoid surprises for your budget and your staff.
Whether your nonprofit already offers coverage or is considering a plan for the first time, Council Services Plus can help you compare your options. A group plan may be especially worth exploring if employees have lost financial assistance for individual coverage this year. Depending on your organization’s circumstances, we can look at:
- Health plans from available carriers, including Healthy NY if your organization qualifies
- Plan designs that balance premiums, employee costs, and access to care
- The Small Business Health Care Tax Credit, if your organization is eligible
- Options involving an HSA, FSA, or HRA to help employees pay eligible health expenses
We work with nonprofits across New York and would welcome the opportunity to help you find coverage that fits your organization and its people.
